Place that NRaas_Decensor.package file inside the 'Packages' folder you opened/created in step 6, above.The resulting file should be: NRaas_Decensor.package Right-click that file - named NRaas_Decensor_V14.zip - and extract it.
It it does not exist, create a new folder and name it Mods (exactly Mods, nothing else).
Neither store content nor mods go anywhere near it. Next: don't to anything with the Steam folder. Instead, do this - do each step and make sure you get it right before moving on. Get rid of any files you've placed/attempted to install.
